When OP says getting overwatched, they mean having enough reports made where people watch their demo and decide to convict them of cheating or not, i.e. an ow case.
Firstly, you have no way to know if there was an ow case about you.
Secondly, of course you can get another ow case on you even if the first one was said to be clean, I think that's only logical, so if a cheater does not get convicted the first time, they will get convicted in the future.
