g2a now asks for phone verification if you do it from a new account? If you are unable to verify, it will put on hold. Ofcourse on those account you have charged back before. Don't know about new ones.

Also u do need new g2a account and paypal for every refund am i rite since after a refund, they flag your account and reject payment?
