CSGO Silver one bug?

Is there such thing as this? I just bought a silver one account from someone and I cant find any games in matchmaking. I have to have someone else with me and when they are the people we play against are around their rank. Is it possible the account was deranked so much its bugged? I think the account is from Russia and Im from the United States. Could that be the issue?

Any help would be awesome.

Silver 1 is a rare rank, yes, quite possibly it was soo deranked to the point that you can't find anygames.

You being from US and him being from Russia doesn't matter.

Try increasing your max ping to 350 (unblock any servers if you have any blocked) and leave it finding a game for about 30 minutes.
