help me mod plz

ok, i know how you change the colors and looks of things, but how do you change the fire rate? should i convert the .rez file into a .txt file or map folder? or should i let the reczonverter convert the .rez, and then change the thing i want to change into a .txt file? help me

edit: just tell me how i can change it to a readable txtfile (in english) or what i should change (what file or region in a file)
