i have visual studio 2013 & windows 7 and i sent my friend an program
and my friend uses windows 10
he cant run at all my programs

Had the same issue, I just downloaded VS 2015 and works fine.
Some functions have been deprecated in the old VS13 I think, however I downloaded VS15 like Evil and it worked just fine.
