Yes... Lag switching is commonly known as a bannable thing, look at RUST for example.. obviously its not the same game but I have seen people get banned on console for lag switching, not sure about PC

No one has reported this, if you use it right like OP has said, you'll be fine.

Well i guess VAC doesn't support those type of files (Non-WriteMemory Exe)

Does this work on CS:S? because i tried the firewall method and it didnt seem to do anything, but the udp method just made me lag, help pls

This does not work on CS:S as they don't allow players to host.
