What program i have to use to make a simple app (like, only categories and photos) and the result will be supported on android store?

adobe flash is not supported, no sorry.

Currently, Android Studio is a great option! That is what people are going to and it is considered the most compatible at this point already. It also has a much better debugger as compared to other options such as the popular "Eclipse" that many seem to use for Android java based developing. So yes, Android Studio is a great place to start.
