if i buy a iphone 6s on amazon and refund it, are they gonna blacklist the phone or IME or something

No they wont, Just make sure its sold or shipped by Amazon not 3rd party sellers.

Refunded for one earlier for a friend.
They reported it missing so it didn't work.
Better off with an unlocked one or have trouble to go to Apple and fix it/switch one out.

i only did it once
so I can't guaranteed anything
i brought it to Apple and they switched it out quick for a new one.

They will blacklist you if you refund a lot.
