profile problem

yes, when i try to edit my profile picture.
it show that message

i also cant put pictures in my posts for same reason. i think i am missing some permissions <not been set yet to me>

thanks for clarifying that i need more posts to be able to post URL's

but about profile pic. the problem is still there.
