Is it normal to be under investigation for 48 hours?

Yes and no. Sometimes the investigation doesn't even happen, all you would have to do is contact them after those 48 hours to get a refund by telling them that you haven't heard of them or sometimes you would get refunded without contacting them. Another case is when they actually investigate, for some countries they come to your house and ask questions, that can be taken care of by not responding to your door bell and any cell phone calls.
