Ban explaination

I've recently got into PC GTA and i've encounter an enormous amount of hackers, pretty much in every lobby I get into. This makes me wonder how a ban is on PC compared to a console considering that, as far as I know, you can't unlink your Steam to social club.

I'm wondering if a player is banned, they have to buy a new steam account and buy another copy of GTA to play the game again. Is this the case? I don't know because with the amount of people doing it, i'm assuming it's easy to get yourself back into GTA after a ban considering the shear amount of them. How does one go about unbanning if they've been banned? I'm not a modder myself, I use to use tunnables on PS3 back when you could change your DNS and that's about it. Any help on the topic of bans/how they work on PC would be helpful.
