Mavericks flash projector sandboxed problems?

I am using mac Mac mavericks and I cannot find flash settings in system preferences. Right clicking flash and selecting global settings just sends me to the macromedia settings web page. Does this have to do with flash being sandboxed on mavericks? If it is, is there any way to unsandbox it? If it isn't, is there a fix?

Look for flash player in the mac settings app. It should be at the bottom.
