You mean you used a public cheat which VAC wrote a pattern for so when you use it again VAC sends out a delayed ban making it seem like the cheats undetected for awhile.

I think valve keeps the data of all the matches you have played. Then they matches the signature of the busted cheats with everyones account. Those which gets caught are given post ban dates. It may sound funny but thats my guess.

There are no more 'Ban waves'.
You get detected, there is a big chance you will get banned. They don't wait a certain amount of time anymore.
