Really bad ping

What title says.
For 2 months I've been getting REALLY bad ping.
100 - 300.
Sucks.

I have decent Internet.
I am playing on servers in my area.
My MM ping settings are lowered to 80.
Still getting ~100.

I've done everything I can think of.
I restarted the router more times I can count.
Reinstalled CS GO 3 times.
Reinstalled Steam twice.

Called my ISP, called technicians.
Bought a new router.
Done probably every tutorial to the moon and back fiddling with settings.

Really just want some help, an answer, fucking anything.

Type sv mm picker on google and try to use that sir. It may help you
