You need to gain access to a menu that you can use the hook on. You mention spectre; don't know if that will work because you need a menu with updated natives, and only the paid ones seem to have that. Unless you are talking about SP? There are mod menus available for OFFLINE (Simple TRainer V by sjaak327) that can give you the police outfit. You will just need to find the right combination (35, 35, 15) I think.
