Temp Bans are somewhat effective; if they ban you once, you return and do it again then no matter what service you buy they can simply hand you a plate with a sign saying "We gave you a chance". But I agree with you, it's easier to just ban them once.
Does the divisions ToS state anything about cheating (Can't check it at the moment), also they might not have the whole "your account, is our account" thing.

If they implement HWID however, that'll be interesting.

hell nah dude fuck HWIDs lol and i dont think they will implement em anyway, they dont have a stable anti-cheat to autoban cheaters let alone HWID implementations :P

Yeah I hope HWID will stay away. Would become the same as H1Z1.

TBH if I was a games developer and could come up with using HWID, I sure as hell would.

lol too bad for ubisoft they dont have an anti-cheat :P So HWID Implementation without anti-cheat would be useless anyway

For such a big company it's quite interesting they haven't implemented it yet. I'd assume the majority of the company is focused on the consoles rather than PC and thus the forward development of anti-cheating, patches and such would be slower?
