So i see a lot of people uploading dlc flies like so called lowriders 3 or Halloween or whatever sooo

Yeah, go to the main page of GTA 5 MPGH and download the Happy Holidays Cheat Engine table for 1.33.
There you can find the tunables which you can set to enable unreleased/hidden DLC content.
To enable the tunables all you have to do is simply double click the Value of the tunable and set it to 1.
