My file that I am going through is C:\Program Files (x86)\Microsoft Visual Studio 14.0\VC\bin btw but I see no cl.exe

Then check the others (if you have others) I have 14,13,12,10 and all but 14 is empty. Just check them all.

I have 14 and 12 but both don't have it
