Probably just good ole' Rcon hacks 
TrafficHack is not the problem, what version on ULX you got? There was once an old exploit that allowed people to steal the servers config file and therefor get the Rcon password #RipRcawn 2014 
Rcon gives you full access to the server by the way, so he could do whatever he wanted...
