It might be very low risk or extremely low risk but not no risk..
Cause no risk basic claims there is a single risk it doesn't say no risk IF...
It says no risk period .........................
And that is not what this is , anyways I think this can be either locked or some cause we only talk about the risk factor not the actual tool.
P.s author did a great job trying to supply us with something , just hope he learns never to make claims like these anymore....
