DiscussionUnlimited Mats

So basically I watched some Streams today and two Streams I heard something like this:

- "I got my Mats capped"
- "Liberator"
- "Lvl 2 Character at BoO"

I can't find anything on the internet, so please, if you have any Idea, what I am talking about, please help me out.

look up Mats capped the division and you will find it its not to hard man its the first 1 bro it was on reddit 3 days ago

PM me if some wants wants to do a lvl 2 char)

You can still do this but it'll take longer and idk if it's worth it. 15 mats to make into 1 now?
