Would it be possible to change the zoom on a scope like say to the second scope of the M107CQ if so, please mod the M24 sniper rifle to it.

No it hasn't, it's just been done with the M107 scope. Can't do 2x zoom yet.
How far the weapon zooms in is either server sided, or in attributes.rez weapons.txt.
