Use the engine function ExecuteClientCmd, assuming you're internal.

Well, a family & friends friendly possibility would be to bind the text to a key like bind "k" "say SPAM SPAM" and then write a little external program which simulates a keypress (see below (ty msdn)) like every second. No actual risk of detection. But the variant of 4773n0x is something I would prefer, but requires you to "know" about internals.
