the way you earn a reputation power is by having certain amounts of post, giving a reputation (and I think its receiving reputation too), not sure if giving someone thanks or you receiving one will adjust your rep power by one 
And your reputation power is how much reputation you give someone when you give them reputation. You get reputation when someone presses that sheriff's badge looking thing on the bottom left of your post and press "add to reputation".
