Because 2nd time ban is for 30 days or 1 month but that means you are banned for 1 month + 2 days, it dosnt make sense. you dont get banned within 10 seconds or even within 10 minutes it takes time for the data to be sent to servers, so you got banned earlier
go to R* support site and see what date the ticket was opened
