Off task....

Hey guys i got an issue with sony vegas pro 9.0c
ok when i add a video effect i want it on 1 certain spot. but instead it add's it on the whole video

idk where to put this so i put on here. but.. really how to do just keep it on the spot you want it?


Example :

i want light rays on 0.00 to 1.02

but when i do that instead it's like all the video so it's 0.00 to 5.00.0?

and yea.. this is the video to prove i dun hack o-o
