Is it not bringing in any air outside of the case? Honestly try taking a fan and blowing air into the cooler what happens? Lol

Either the HSF is not mounted correctly, airflow through the case and around the CPU is insufficient or not arranged correctly.
The HSF's fan should be blowing either towards the back of the PC with a case fan blowing that air out the case or blowing up with a top case fan blowing that air out the top. If the case is missing those exhaust fans or the HSF's fan is in the wrong orientation, the 212 re-ingests a significant quantity of hot air and that can degrade its effectiveness.

OP installed new cooler, sounds like it's working. If everything is working then obviously airflow is not a problem and it was just the cooler
