Stacking Shots?

In the fame train today, there was an unnamed account going about the train and at random times it seems he would shoot and there would be massive lag, dropping FPS to around 10, killing multiple people per instance. Any theories on how or why?

There's an exploit with allyshoot packets that works the same way as the old ability spam exploit.
