How to get racing blonde tattoo? World records all 10-11 seconds regardless of track.

As the title states I've been mulling over how to get the racing blonde tattoo for the past two days. I've perused the top times for most of the tracks and it strikes me that so many are in the 10 second range. I've run through a few of the tracks that have higher record times with supermodded vehicles but it's quite difficult to hold onto a car shooting like a space rocket down the track. With that in mind it occurs to me that I'm obviously missing some much better technique. So what's the real deal? How do I get me one of them 10 second times? I tried the teleportation tool that someone posted from a non-mpgh source but that only works in free mode.
