Coder to rewrite something simple

I am looking for a anyone that knows how to rewrite code, the task is probably extremely simple to someone that k ones what they are doing, I did it a long long time ago with no knowledge but can't figure it out anymore.

It's basically going into the game files and resetting the cool down on a ability for an emulated game.

its basically changing the shadow knight ability harm touches cooldown to like 1 sec so i can spam cast it. I have a screen shot of the progress people have made recently but its not complete, nor do i know if its even correct, but its somewhere to start.
