I had a member do a refund for me and he failed and won't contact me, Is it possible to still return what i ordered for a refund?

I think he used didn't receive.

it was sean clothing refund he claimed it failed because he seen on the macys letter signature left with man and calming i signed which i did not.or it would of showed an image of a signature. he is also very rude just read threw a couple post by member on his refund service alot of negative thing about him.
