I think so, but I'm not sure about it. Everytime I was activating steam keys from different countries I needed VPN.

is it ok? if this way avaiable, it means we can buy steam games for cheap.

According to the SSA you are not allowed to use VPN softwares on Steam for any reason, and yes, doing so may cause your account to be locked permanently.

Tryed this before, didnt work. Wouldnt let me buy esea but let me buy games perfectly fine for some reason
