Could anyone recommend me a memory library for making Counter Strike cheats? or could get me started on making my own?

Yea you could make your own. Anyways, if you really dont want to, feel free to use "ProcMem" if you are c++.
As 3 others have said make your own. All you seriously need is 2 templates using ReadProcessMemory and WriteProcessMemory and one function that enumerates through all the modules of a process to find individual ones, check MSDN on that.
