Do you mean Aimbot? Headshot only would mean that feature where you have to headshot to kill. If it's the first, then yes, there are, but all VIP or detected. If the latter, I suppose you'd want people to not be able to kill easily, but you'd have to be host.

just get an aimbot...theres a good catalyst aimbot (search forums), of course it is VAC detected
you can do headshot only with a aimbot.
