Nothing happens when executing scripts

I've been hacking on gmod for a while, until now all I had to do is join a server, open console, and put lua_openscript_cl and the file name then it would launch the hack. But now on any server I join, it doesn't work, I'd put in the lua_openscript_cl and the file name and execute it and now I dont get any response, not even the pop ups for word guesses on console work, any info would help, also I use smeg hack, and another one called db if you need to know.

You need to set sv_allowcslua to something higher than 0.

So I need a bypass? or do I just put it into the console on any sever?
