He has asked me to open this on his behalf. He believes he was framed by Leon and one off his accomplices. However he doesn't care because he's innocent. He's willing to pay whatever was allegedly scammed. This defaces his reputation and wants it to be handled right away. He want's to know who he supposedly scammed and the amount scammed.

He was just banned for matching previous scammers with the Skypes of: heyitzjack and optifinecapezz

The IP address that was provided on the private report seems to be from the ISP of Earthlink.
What the reporter did was search that IP address on a Skype grabbing database and it just so happens that the 3 Skypes of ******kaoruux and the previously mentioned two Skypes matches.

That could easily be framed. I could photoshop a fake Skype resolver and link him to many ban evaders. Would that be proof?

It's not photoshopped if you can search for it yourself right now on the website.
Unless you claim that someone hacked onto their website, put the IP Address there all to frame the user.
