Need Help Modding

i got the information to do modding but im having trouble with the dtxconvert after u do rezxtract and all the files for that rez file r in ur ca folder how do u get the ltb file so u can mod i get stuck on this part so if anybody could help i would appreciate it
P.S. DONT GIVE ME THE LINK TO KNOW HOW TO MOD MYSELF BECAUSE I GET STUCK ON 1 PART

After you RezExtract, open your Photo Editing Tool/Program and open teh .dtx

You extract and it should be in the Game folder my dear chooblet.

its not in the folder nothing comes up in the folder at all i got the folder but theres nothing in it
also is picasa a good picture editor like adobe photoshop
