Changing mail

Let's say that I've got an account binded to an email that is not mine, how do I get an email change?
I've heard that I need to buy 3 times gold and send a ticket to deca asking to an email change and providing them gold transactions. But Idk if it is possibile since I don't know the security questions.
So is it possible to get an email change without knowing sec questions and if so will the owner have a chance to get the account back?
