try resetting your router and modem. if that dont work ask z8.
Or how about you can be clever and go for the simple option, temporarily close your anti-virus (Just open up task manager, click on the process tab and end all the processes that are from your anti-virus). That should fix the problem because I used to have the same error as you but closing my anti-virus fixed it.
