😠 Can someone explain to me why nothing is being executed?

So this guy just took my money away and he insisted that paypal would refund me since he has a negative balance on his account.
The point is he already took my money and sent to another paypal and now refuses to refund me and told me to wait for paypal to refund me.
Tf is that logic? So he is basically still scamming me and keeping my money, he was given 24 hours to refund and yet nothing is being executed.

I am not sure if this kind of thread is accepted here but I am looking for answers.
I'd really appreciate any form of assistance.

You are still getting money so it doesn't affect you anymore. Although it isn't right what he did, he is now stuck with a limited paypal that can be a pain due to always having to use proxies and stuff. Just let it go, nothing will be done.
