When I change the public lobby value to SWF value, only SWF players can join ?

No, people will join as usual like you haven't changed a thing.

well, for me nobody joining.
oh and 1 more question:
I figured out how to stack perks, but in match, it doesn't stack [example: 1 self care, 3 botany knowledge. in game, normal healing speed]

Well, maybe they finally fixed the perk stacking thing, I haven't played for a month already, I can't really tell
