Question about trolling

I know this isn't about hacking but i don't really know anywhere else to post this. I have a question that i had in mind for quite a while.

So recently, me and my friend have been trolling quite a lot and lots of people got cooldowns because of it. I'm wondering if reports from people who get cooldowns actually count. Because i've never gotten myself a 30 day cooldown and im starting to really question why since i've been doing this for a while recently. It's either their reports don't count, or they didn't or dont know how to report (which seems quite unlikely).

So what do you guys think about it?
