I've used it for over a month and no problems so far. I highly doubt anyone has ever been arrested for this unless you are abusing the exploit (buying large amounts to make profit by converting it to other services such as selling gift cards). It's not a very lucrative business (as Starbucks only appeal to a certain amount of people), so I doubt that it will become saturated in the near future.
