Have you imported the database using xampp?
Is the correct information inside server.cfg & wserver.cfg?

nope but in HeidSQL

Open XAMPP.
Start Apache and MySQL.
Go to Admin, then create a new database (navigate to the left of webpage)
Name it 'rotmgprod' (without the quotations)
Then go to Import at the top
Browse and go to the server folder and then go to db then open rotmgprod.sql
Press done or whatever at the bottom and try the server again
