[HELP] Computer Upgrading

Purchased parts are a part of my current computer. So I'm looking to upgrade the CPU, motherboard, and memory cause it's all bottlenecking my 1080. Someone told me the Ryzen 7 1600X performs the same as the Ryzen 7 1700 but with just fewer cores (not sure what that means exactly tbh, I just usually assume more cores = better) and to upgrade the PSU cause my PSU is supposedly shit.
If I do upgrade my PSU, going to get a EVGA - SuperNOVA G2 650W 80+ Gold Certified Fully-Modular ATX Power Supply. Also, if I get a new motherboard does that mean I'm gonna need to get Windows 10 again?
