Software to open and change mod menu file .dll

I look for a software to open the menu mod file (.dll) with windows 10.
I tried with Notepad ++ but the menu malfunctions and all the characters do not appear

Oh... it's sad. You can't open .dll with any text editor. Only debug with IDA or something similar.
