Service thread confusion

Hello,

I have vouch copy ready but no idea how to submit that before opening thread. staff is ready to submit vouch copy but whenever i submit thread it is getting rejected and no staff telling what is the exact reason.

This is frustrating. Please someone give some solution

if you gave a vouch copy to a staff member then that staff member should be to bypass it for you. unless that staff doesn't have that power
