i downloaded net framework 3.5 from Microsoft website when i try installing it nothing happens

Your on Win 7? If so, it should of been downloaded with Win updates under optional updates unless you didn't select them.
WHERE DP I FIND OPTIONAL UPDATES
On the left hand side, there is a heading called "Optional"
