No Flash wont disable

Hello i made a C# hack called Fallen, You may have seen it under releases, However i have an issue, If i disable no flash i cant disable it.

Could someone please tell me why this wont turn off once on?

I made another function called Flash on and bound it to the same key, I set it to run as on from the start and pressing F3 now turns it off and noflash on
