Yes . Here is step by step guide.

Before you can use save editor to add bond tier 3 to any killer.
In game:
Find address with id of one selected killer perk that you want to change to bond.
When game is loading change perk address' id to bond and when game is fully loaded back to old perk.
Using this simple steps you can use bond as killer and leave no traces on scoreboard.

But I thought there was a ban risk when changing things on the save editor while DBD is open.

I believe what morritz said is the following:
Before fixing the UI bug related to perks, you could have just added Bond 3 to any killers inventory (using the save editor). But now, despite of adding it to the inventory, it does not show up in-game. So instead of doing this, try the CE method:
-> Load up game without EAC (using any method) and start CE.
-> Find the memory address of a random selected perk.
-> Put the memory address in the table.
-> When game is loading (after the offering screen), change the values of the memory address to Bond's value.
-> After the game has loaded (cam spanning arround killer), change back the value to Whispers' value.

FYI:
A memory address should look like this: 20B44537DE0 or 20B45210940
Whispers value: 49954
Bond value: 50856
Blank id: 652
Dont forget to toggle Active in the table!
